annotation of basic video info

Hello,
I need to create an interface (not necesseraly a graphical one) that will produce an mpeg7 file of a video file (lets say a video file). As far as I understand from a quick research, what I need to do is code an application that will extract an xml file, based on a definite xml schema. Is that true? If it is, what tools or techniques should I use?
I have no limitation on programming language or environment, besides annotation can include basic information of the video for the beginning.

You could always download the frameline 47 application (Mac only) http://www.frameline.tv
There is a 14 day trial, but this would give you plenty of time for experimentation.
Frameline 47 generates validated MPEG7 XML from video.
