Licensing

Hi! I'm a newbie to this forum, but happy to have finally found it (though I hope not too late.) I've checked around to the standard MPEG licensing shops (MPEG-LA, Via Licensing, etc.) and haven't been able to find any information on the licensing of MPEG-7 or MPEG-21. Can anybody shed some light on this? Are they public domain? If so, where would one get confirmation of that? Thanks all, Martoid
